I'd say there's about 200 true members on this site, and about 1/10th of which would use the PM system.

How about, requesting to use PMs? obviously, each request will be screened, for whether they appear to be a spammer, etc.

Alternatively, you could allow people with a minimum of X (around 50, thats the sign of commitment) posts, and let newbies post their questions publicly. obviously, the pm system isn't going to get used for asking pointless questions that have been asked, because at ~50 posts, you probably know what you need to know.

Whether either of those options can be done on this board, or either of them are a suitable/viable option, obviously, is down to an admin.

Thats kinda the point.
Why would you use PMs if you havent been posting for weeks?
Also, its much more difficult for malicious bots.

There would need to be a way for all members to be able to receive PMs, even if they can't send any themselves. If I have to chastise somebody, I can only currently leave a comment on their profile or make a public post. A PM would be preferable.

those methods (in theory) incorporate a receive, but not send concept for lower users. and a full send/receive profile for frequent users such as myself.

The board unfortunately doesn't have such a system it's all or nothing. There probably is a way with scripting, but Braindead is the expert on that.

Edit: on second thought I think there is a way, I'll wait for Braindead's OK before acting, though.
